You will see, "Ojalá" is used in a past sentece (last example). I know this word is used for things you hope to happen (according with RAE) but... you've read that. The languages evolve!

¡Ojalá haya llovido! => It refers to something that person doesn't know yet, so in the future he expects to know if it rained or not.
!Ojalá hubiera acabado mis estudios! => it doesn't refer to any action in the future, all happen in the past.
¡Ojalá lo hubiera sabido a tiempo! = > Same that above
