Hi zack II, in this case you can't contract "I have". You only do that when you are talking about past perfect tenses, not present tenses. For instance:
- I have lived in Spain for two years = I've lived in Spain for two years.
- I have been working a lot lately = I've been working a lot lately
I have a good English level =I've a good English level
And by the way, I think it would sound better if you say "I have a good level of English".
